It can be very inconsistant (which is understandable for a developing young player). Sometimes its majestic but other times he can be a bit untidy. The Tottenham game is a good example, see before and after his goal.
His touch is brilliant. As with all players, though, if he's not on his game then his touch is one of the first things to go. A good example being Rooney in the first half of last season. No fundamental problem with ability or technique, just playing badly.
As per datura's comment above, Welbeck's whole game (including his first touch) is very dependent on his confidence.
