Pogba only has himself to blame for not playing more this season. Didn't really impress for the reserves in the first half of the season and was quite poor when he finally got his chance in the CC.
No big deal though. It's a big step up from playing other kids to playing adults. I'm sure Fergie was going to be very patient with him. Shame he wasn't willing to be patient himself.
His departure is about power and contracts, his relative lack of first team appearances is not. As you said about Rossi. Reserves players usually need to look waaaaay too good for that level before they either step up or go on loan to a decent side. Pogba only started looking like that sort of player in 2012 and us getting knocked out of the CC made it even harder to give him games at that point.

Without trawling through pages and pages - has it been 100% officially confirmed then?
There hasn't been an announcement about it on the United or Juventus official sites, but it has been reported in most media sources so while there's not been an official statement by either club yet it does look to have been completed.
Things still stand as I have said in this post from yesterday morning:
No club confirmation but it does seem to have been done.
